Al‑Zawiya – 03/08/2026The International Scientific Summit on Combating Financial Crimes and National Security Threats — Towards an Integrated Preventive System — was held this morning in the city of Al‑Zawiya. The event was organized by the National Security Threats Control Agency and the Financial Crimes, Money Laundering, and Terrorism Financing Control Agency, in partnership with the Libyan Center for Investigative Journalism and the North American University.The summit was attended by the heads of both organizing agencies, the President of the General Authority for Media Content Monitoring, a member of the Parliamentary Oversight Committee, the Mayor of Central Al‑Zawiya, representatives of the General Secretariat of the Sahel and Sahara Community, the President of Nalut University, and the deans of the Faculties of Law, Economics, and Forensic Accounting at the Universities of Al‑Zawiya, Sabratha, and Gharyan. A number of researchers and academics in legal, economic, and national security fields were also present, along with directors of branches of regulatory, security, and youth institutions.The summit opened with recitations from the Holy Qur’an and the national anthem, followed by speeches from the heads of the organizing agencies and the Parliamentary Oversight Committee representative. The speeches emphasized the importance of institutional cooperation among regulatory bodies within the Government of National Unity to strengthen the rule of law and reinforce their international role within relevant global and regional institutions.The Mayor of Central Al‑Zawiya praised the efforts of both agencies in organizing this scientific event, noting its contribution to elevating the standards of regulatory institutions.In his speech, the Deputy Chairman of the Libyan Center for Investigative Journalism highlighted the vital role of investigative journalism in combating financial crimes and national security threats and in promoting transparency.The summit then moved on to its main thematic sessions:First Session: International comparison of financial crime and money‑laundering control agencies, presented by Al‑Sadiq Kareema, Advisor to the President of the Financial Crimes Control Agency.Second Session: Combating terrorism and its financing according to national legislation and international standards, presented by Brigadier Abdulmonem Al‑Toubashi, Director of International Relations and Cooperation at the National Security Threats Control Agency.Third Session: The academic and research role in supporting security and financial decision‑making, supervised by Dr. Mohammed Mohammed Saleh, Dean of the Faculty of Law in Sorman, University of Sabratha.Fourth Session: Money laundering through funds — challenges and mechanisms of confrontation, supervised by Faraj Bernous, Security Advisor to the Financial Crimes Control Agency.Dr. Ali Al‑Dweeb then presented a paper on reports issued by international expert teams regarding combating terrorism and its financing.A session was later opened for remote interventions from representatives of the North American University, the Canadian FinTech Association, the International Federation of Investigative Journalists, and the Russian Friendship University, in addition to contributions from summit participants, presenting preventive and scientific proposals to strengthen the role of regulatory agencies locally, regionally, and internationally.The International Scientific Summit aims to enhance institutional security integration at both national and international levels, strengthen national legislation and international standards to confront financial crimes and security threats, and develop preventive planning mechanisms.
